The main guidelines on foreign policy:

The government certainly likes to observe these points along the lines of foreign policy:
  • keep a cool stance on diplomacy, military cooperation (not including absolutely necessary military cooperation on defense) with countries having socialist governments
  • not to rely on the principle of good will reciprocity with governments other than US, Canada and Japan, preferably purchasing services or access when required
  • no weapon sales to countries, except non-sensitive components to US and Israel
  • enter into agreements to most favorite foreign trade status not attached to political conditions
  • avoidance of membership in international organizations
  • no joining of international nuclear energy treaties since having no nuclear reactor breeder program
  • distancing from any permanent diplomatic relations with Russia
  • maintaining separation from Royal foreign policies (example here)
there are more, but I haven't found them to be clearly formulated
